Carlos W. Fierro is an attorney, executive, and strategic advisor with more than three decades of leadership spanning economic development, government affairs, international relations, and organizational leadership. His career has centered on the hardest kind of problem-solving — uniting governments, tribal nations, businesses, nonprofits, and international partners toward a common objective.
He began in public service on Capitol Hill, serving as Legislative Director and Senior Counsel to Congressman Tom Udall — who later represented New Mexico in the U.S. Senate — and later as Senior Counsel to U.S. Senator John McCain on the Senate Committee on Commerce, Science and Transportation. There his oversight portfolio spanned transportation safety, consumer protection, telecommunications, and interstate and international commerce, and he contributed to nationally significant matters including the Enron investigations and the Muhammad Ali Boxing Reform Act.
Rooted in New Mexico, Mr. Fierro has worked extensively with the state's Pueblo governments on economic development, federal advocacy, and government-to-government partnerships, and has built enduring ties with the Government of Spain — helping broker the historic Acoma Pueblo–Spain meeting and facilitating Spain's participation in Santa Fe's 400th Commemoration, including the visit of His Royal Highness Felipe, Prince of Asturias, now King Felipe VI of Spain. Today, through Fierro Consulting, he brings that same convening ability to the public and private organizations he advises.
Every engagement is grounded in a single principle — the one the Ambassador of Spain singled out in Carlos: that progress is built on genuine respect for every party at the table.
Planning for growth — jobs, infrastructure, investment, and small business — that helps regions and organizations compete and thrive.
Trusted counsel among local, tribal, state, federal, and international partners — turning friction into working agreements.
Identifying, winning, and stewarding the state, federal, and private funding that moves priorities from plan to delivery.
Convening boards, councils, commissions, and communities to build consensus that holds up long after the meeting ends.
Outreach and strategy that connect organizations to the communities they serve and the audiences they need to reach.
Legal and policy counsel that helps boards and leaders govern effectively, transparently, and in step with those they answer to.
Carlos possesses profound insight and vision, complemented with an incredible gift of articulation and facilitation. His artful skills create the mutual respect necessary to achieve mutual benefit — strengthening intergovernmental relationships where the public becomes the ultimate beneficiary.
Directed the legislative operation of a member of Congress — later a U.S. Senator — supervising staff, setting policy priorities, and managing a portfolio of federal, state, tribal, and local issues.
Handled oversight of transportation safety (NHTSA), consumer protection (CPSC), telecommunications, and interstate and international commerce — and contributed to the Enron investigations and the Muhammad Ali Boxing Reform Act.
Facilitated a historic engagement between the Acoma people and Spain, and Spain's participation in Santa Fe's 400th Commemoration — including the visit of Prince Felipe, now King Felipe VI of Spain.
Guided long-standing land, tax, jurisdiction, and natural-resource discussions between tribal and county governments — among the most complex intergovernmental issues in the state.
Advised New Mexico's Pueblo governments on economic development, federal advocacy, and infrastructure investment, and represented the City of Albuquerque in international trade initiatives with Spain.
Recognized for exemplary contributions to the profession, alongside selection to Albuquerque Business First's “40 Under Forty.”
Bringing three decades of executive, legal, and diplomatic experience to bear for the clients, agencies, and communities he serves today.
